Responsible for analyzing training needs, assessments, designing and developing curriculum, learning materials, delivering courses and managing all phases of training interventions. Oversees all professional development.

Essential Duties and Responsibilities

  • Conducts organization-wide training needs assessment and identifies skills or competency gaps that need to be addressed.
  • In coorperation with the Sr. Leadership Team identify high potential staff members and determine training/development opportunities that will benefits their career progression.
  • Coordinates with Directors on succession planning and development steps in that process. Records progress on the succession plan “pool”.
  • Incorporates and identify target skills & competencieis during the recruitment process.
  • Creates training and development policy & process.
  • Creates a program to promotion (How do I get promoted).
  • Identifies and create stretch assignments by working collaboratively with all departments and outside partners.
  • Collaborates with ITS to enhance training on Microsoft software products or other software tools that we provide.
  • Designs and develops training programs (in house and/or outsourced). Resolves any specific problems and tailors training programs as necessary.
  • Creates a training schedule that includes all areas of practice.
  • Selects appropriate training methods or activities (simulations, mentoring, on-the-job training, professional development classes etc.).
  • Designs, prepares and orders educational aids and material to enhance instruction program.
  • Uses known education principles and stays up-to-date on new training methods, techniques and best practices.
  • Partners with internal stakeholders and liaise with experts regarding instructional design.
  • Markets training to employees in an engaging and compelling way that provides all necessary information and entices participation. Builds rapport with staff and management and encourages them to develop trust in one another so they can rely on each other.
  • Facilitates train-the-trainer sessions for in-house experts.
  • Creates an approved curriculum library (HR SharePoint) that has been vetted.
  • Assesses instructional effectiveness and determines the impact of training on the employee skills and Key Performance Indicators (KPI’s), monitors results, measures the success and reports on them.
  • Gathers feedback from trainers and trainees after each educational session and maintains employee training records. Provides feedback to program participants and management with recommendations.
  • Creates & manage training budget.
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
  • Performs other duties and special projects, as assigned.

Requirements

  • Extensive knowledge of instructional design theory and implementation
  • Adequate knowledge of learning management systems and web delivery tools
  • Proven ability to complete full training cycle (assess needs, plan develop, coordinate, monitor and evaluate)
  • Familiarity with traditional and modern job training methods, tools, techniques and industry best practices and standards
  • Adequate knowledge in human resources
  • Ability to research, interpret and plan rules, law, executive orders etc.
  • Ability to conduct cost-benefit analysis and calculate training ROI
  • Leadership skills
  • Critical thinking and sound decision making skills
  • Ability to present information to a variety of audiences, public speaking
  • Ability to translate complex problems and concepts in training
  • Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision
  • Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff
  • Ability to work throughout the entire organization at all levels and demonstrates patience
  • Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff
  • Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers. 
  • Proficient in Microsoft Office Suite and the ability to learn new software packages. 

Required Qualifications

Education and Experience Requirements

  • Bachelor’s degree with emphasis in business administration, human resources, education, training and/or equivalent professional experience
  • 7+ years’ experience in related industry
  • Experience in instruction/training or similar role
  • PHR/SPHR preferred

Advanced degree or industry specific certification may be substituted for 1 year of experience

Physical Demands

  • Ability to work outside normal business hours, as needed

Travel

  • As necessary to events, meetings, businesses, etc.

Certificates and Licenses Required

  • Valid driver’s license
